Because in ODI's the batters have less time to get higher runs so they slog and make risky runs they go for everything.

As Bob said and also in One Day games they have field restrictions where only so many players are allowed outside the circle. Also bowlers are only allowed a maximum of 10 over each.

Because Test cricket is not just about run. It also tests once true cricketing potential, like the ability to stay at the Wicket, not get carried away by few boundaries/sixes,etc.

In test match bowler have more freedom then batsman .Bowler can include 2 bouncer in a single over .And relaxation on off stump & leg stump so that possibility of bowl giving wide is too less.These factor does matter for run rate improvement .

because in test matches you have not not limited overs and time you got a day so bats man take time to set on the pitch and this result they played slowly , not trying to hit a big shots made a run slowly which causes slow run rate in test match comparison to ODI
