When The Leaders of our country will think alike in certain situations of national interest like security?

If the leaders in our country put much interest on national security only when they are afraid of their security.And more, even there is an incident which question the national security,then some arrangement made and it is funny that it will work only after the incident. the leaders in current age lost farsightedness and clarity in vision. so the system bears the cost. the fruits that we consume today is really the pain of yesterday.
